Golf balls can be purchased in layers from 2 - 5. Depending on the amount of layers helps to eliminate the error with all your clubs. Each layer has its different compressibility.

 

The casing and cores have different hardness so the ball reacts differently when struck at different velocities. It receives more spin when hit with a wedge and less spin from a driver. The biggest purpose for this is to get more distance with driver and more feel around the greens. 

 

The inner most layer is the hardest and the least compressible. From there is gets softer and softer until reaching the outermost layer.
